Report on the Jean Monnet Coordinators Conference

Bruxelles 18 November 2019

The present report it is just a summary of impressions, suggestions, consideration related to PI_IS project and its possible improvements.

The conference started at 9,30 with welcome and introduction. The speakers were François Willekens and Jose-Lorenzo Valles from EACEA. They opened the conference speaking about Jean Monnet Activities and Policy briefing. Mr Willekens explained some statistics underlining the increase of proposals from different institutions. Mr Valles talked about the policies updating. Climate change, digitalization, financial crises are new huge topics. Education continues to be high in the Eu agenda expecially with regard to teachers in Europe, bringing Europe law to citizens. I think that also PI_IS can involve citizens in the open classes like GoinEu Plus.

After an introduction of Ms Genser, Yturriaga Saldanha underlined the importance to read the Agreement signed by the legal representative. The activities need to be brought during the three year, all uploadings need to be done before the end of the project, then the coordinator has to write the final report, the Eu will assess and complete the payment.

Nicola STRETZ focuses on the difference between actual costs (regarding projects, network, ecc.) and Unit Cost regarding (Modules, Chairs, Centres of Excellence). About unit costs: methodology for the calculation of the grant based on the use of the units: the grant covers all costs necessary for the activities, activities shall be eligible, costs actually incurred by beneficiaries are not relevant, at reporting stage:focus on the operational site and respect of the agreement methodology, penalties apply if poor (in term of quality), late or partial implementation (in term of quantitative aspects), or lack of publicity obligation (logo, disclaimer), exchange rates are not relevant because unit costs are already in Euro. About the final report the beneficiaries has to fill in: summary, implemented activities, changes in the relation to the application, team involved, impact and visibility and dissemination, statistics: events, participants, teaching hours, students per year (it is not necessary to collect signatures from students and participants to conferences), web site link.

Santiago Gutierrez underlined the importance to read the general conditions in the Agreement and particularly the ones on visibility with the Eu logo and the discalimer. I think it is important to intervene on all web sites (dsg and unifi, moodles ?). See. art. 10, art. 8 special conditions of the Grant.

It is possible to change the budget after informing the officer. The communication with the officer will be done by the legal representative using the Functional mail.

Joana Konopa talked about the general principles: eligible criteria, equal treatment. She focused on the communication to the officers.

Peter Fabian Hajek spoke about Reporting Modalities on the platform different from coordinators platforms, the so called Jean Monnet Community Platform.

Marisa Gimenez, the officer for Modules and Chairs in Italy, spoke about grant agreement/decision and penalties. The score will be between 0 to 100, in case of score <50 penalties will apply.

Ms Genser focused on visibility, on the importance of the web site (created to last also after, to underlined the high quality of teacher).

Basic principles of dissemination are: transparency, impact, inspiration. It is important also the exploitation of the project results to the appropriate decision-makers in regulated local, regional, national or European systems, a planned process of convincing individuals end users to adopt and/or apply the results of the projects.

The project in case of good evaluation can became good practices and success story.

During the presentation of the project I introduced PI_IS. I’ve found much interest from other project coordinators also from the ones involved in projects regarding different topic but interested by the proposed methodology.

The colloquium with the officers was important to clarify some aspects, for instance the possibility to find sponsor to implement the budget without profit.
